MINUTES OF THIRD MEETING OF COMMIT THE APPOINTED BY

THE DIPLOMATIC BODY TO DISCUSS ANTI-PIRACY MEASURES

HELD AT THE JAPANESE LEGATION? ON TUESDAY NOVEMBER

29th AT 11 A.M.

The Japanese Minister said he believed that the majority

of the Represent atives present had already received the in-

structions of their Governments. He read a letter addressed

to him by the British Minister notifying him that His Majesty's

Government approved general line of action recommended by the

Committee in its meetings of November 16th, subject to the

agreement of the technical experts as to "the appropriate

measures" to be taken in case the Chinese failed to respond.

The French Minister said that he had not yet received

instructions but had reminded his Government.

The Italian Minister said that his Government agreed to

sending the Net which the Committee recommended.

however, instructed not to commit himself to naval action at

present. This was probably because his Government wished te

know exactly what was involved. The It alian Admiral had net

nough ships to take part in a patrol of the whole coast of

China.

The United States Chargé d'Affaires interposed that such

a patrol was not suggested.

Monsieur Varé said that he understood that the Japanese

Government were now proposing it.

Monsieur Yoshizawa said he would slain the position. The Japanese Government were in macerd with the contents of the draft Note but considering that piracies took place not only in Southern Chinese waters but in the regions of Haichow and Shanghai proposed two textual alt erations in the first paragraph, namely the omission of the word "Southern" and the addition after the words "Bias Bay" of some such worde as "and the waters adjoining Haichow".
